Mostly looking for a clarification here with Hope copying powers, and copying the powers of someone that has had 1 or more powers outwitted.
She would retain the same set of powers she copied. I'm assuming this was mostly from a "When Hope is on my team" view, but what if you're facing Hope and she copies the powers of a character, and one of those characters has had a power outwitted before Hope copies the power?
So (and as I'm writing this out, I feel like I've answered my own question), I outwit someone's special power, Hope moves adjacent to him and copies his powers. Since outwit would treat that special power as no longer appearing in the stat slot, Hope would copy everything but that ability.
Relevant rules:
WXM Hope Summers's Special Power Omega-Level Mutant states:
Quote
Give Hope Summers a free action. She can use the powers of one chosen adjacent character until your next turn.
And based on the Orange ruling here:

Rulebook entry:
Quote
A power or combat ability that is possessed by a character can be countered. A power or ability that is only used by a character can’t be countered, though often the power or ability granting use of that power can be countered instead. Certain game effects can counter powers or
abilities. When a power or ability is countered, the targeted character is treated as if the power no longer appeared in the stat slot or the ability was no longer available through whatever means the character was able to use the ability.
So (and as I'm writing this out, I feel like I've answered my own question), I outwit someone's special power, Hope moves adjacent to him and copies his powers. Since outwit would treat that special power as no longer appearing in the stat slot, Hope would copy everything but that ability.

Swing and a miss Daniel Son.
If a power is countered, that does not mean the power does not exist. The character whose power was countered treats it as if it does not exist, but it is still there. The character still posses that power.
As such when Hope activates Omega Level Mutant she would still copy that power and she would still be able to use that power.
The rules text you copied is to cover if the character she copied the powers from no longer posses those powers. Generally speaking this would be from taking damage and their dial changing.
For instance Hope uses Omega Level Mutant on Character A. Character A is able to use Hypersonic Speed at the time Hope uses Omega Level Mutant. Character A then takes 3 damage and can no longer use Hypersonic Speed due to it no longer being a power shown in the window. Hope can still use Hypersonic Speed because character A possessed when Omega Level Mutant was activated.

Edit:
I don't care about what happens to the power after Hope copies, I want to know what happens when the power is outwitted at the time of it being copied.
The stamp of approval suggests she wouldn't copy the outwitted power because outwit makes the character treat it as if it did not exist in that stat slot. If it doesn't exist, then Hope can't copy it.
OMEGA-LEVEL MUTANT: Give Hope Summers a free action. She can use the powers of one chosen adjacent character until your next turn.
Nothing says the character has to be able to USE the power. I read this as saying that they character must posses the power. If you Outwit something, I still posses it, I just can't use it...
I know I'm taking a risk here questioning back to back rulings, and please don't take offense. I just want to ensure that I'm understanding this correctly.

If Hope Copies before the Power is Countered, then she will keep the power.
If she Copies the Power after it is Countered, then she will not get it.
A countered power is not possessed. If it were you would still be able to use it to meet prerequisites. But, it is treated as if the character does not have it = does not possess.

Was this a change that occurred at some point or just mass confusion on my part?
