Another one about Maria Hill's "Playing Both Sides"

(Damage) Playing Both Sides: Once per turn, Maria Hill can use Outwit. When she does, she can be given a power action instead of a free action to count range and draw lines of fire from an opposing character.
I have another question that might've not come up on another thread from this character's special power "Playing Both Sides". Let's say Maria Hill chooses Wolverine to use this special power
1. When she chooses it to count range and draw lines of fire from, can she counter a power from Wolverine itself?
2. If Wolverine has Stealth and is standing on hindering terrain, can he draw a line of fire to itself and outwit one of his own powers?
Question, why can you target the person you are drawing line from, because you can draw line to zero range?
It would be no different then a character using Perplex to target himself for a modifier. 0 is still within range.
