Mind control allows a 2nd use of a once per game action per mind controller. So if you have 2 Black talons, and two shatter stars you cannpotentiall use the ability 6x, once for each black talon, once for each shatter star.

This is all 100% correct. There's no need for any kind of ruling on this, as there's absolutely nothing in this power, or the way it interacts with Mind Control or other characters that's even a little bit unclear.
