(Speed) Leaping Lackey: Toad can use Leap/Climb and Plasticity. Give a friendly character with a higher point value and within 8 squares a power action, and move Toad up to his speed value.
(Attack) The Stranger's Machines: Give Toad a free action and roll a d6 that can't be rerolled. On a result of 4-6, Toad can choose a standard attack power. He can use the chosen power this turn and his range value becomes the result until your next turn.
If you really, really need to base someone: (a) TK Toad out, (b) Activate his Speed SP, and (c) if necessary, give Toad a move action. 8+9+9=26 squares of movement, and Toad has Plasticity and a 19 defense up-close. Note that (c) above doesn't count against your team's action total due to Toad's TA, so you'll have one non-Toad-related action left if you have the pieces for it.
If Toad gets tagged, well, they're wasting actions on a 40-point fig. If the Attack SP comes into play, Toad can either go on offense or choose Telekinesis and send that nasty ranged attacker into harm's way. Heh heh heh . . .
75 point Robin from teen Titans lays down free action smoke clouds and can stealth your wildcards, that's typically my strategy. Wolverine & X-23 if played carefully can annihilate ranged teams.
Its the only a map that forces your opponent to play HeroClix (usually). Every event that costs me $ to play in that is not a sealed will see this map. I will build keyword themed teams to ensure we always play on this map.
No longer will WK crappy design plan of not needing to be outside your starting area to draw lines of fire to opposing figures force me to waste money on these events (or not show up).
Visible Dials and Pushing Damage need to be optional. This is the way.
All you need to do is play a Batman Ally TA team. In general, and aside from the pulse-wavers, that will cripple their ranged ablility. It will make them come to you. Don't believe me? Play a game against an all-Bats team. If they don't lock you down with outwit and incap, you'll still be frustrated as you have to base them, and maybe still can't outwit them yourself. One of the most frustrating tournaments I ever played in was the one where I had to play against two Batman Ally teams, on a map with a lot of hindering.
If they have any Superman Ally team members, or Avengers Initiativers, go after them first. After that, they'll have to come to you.
He did say that he is facing an improved targeter against hindering so stealth is out. He asked for DC so Wolvie/X-23, the Hand(midnight sons)ATA, Iron Man is out.
Your best bet is Barrier or if you'd like to think outside the box, SLOSH Darkseid. Just go for a map with lots of blocking and outrange them with Darkseid.
Man lot of great info from all of you. Really appreciate that, now i can see many sides to this problem and theres more ways than i thought to face it, just need to figure out what i got from all the tips.
Maybe some tk, good blocking maps and keep them locket on mele.

Red Hood and the Outlaws ATA on each one 18 pts total (Highest point opposing figure cannot draw line of fire against anyone using this ATA)
The ATA is for the highest point character. If there are two characters that are the highest points on the opposing team (ex: M10 Iron Man), then neither one can draw line of fire to your figures. Also, Starfire and Arsenal have Outsider TA. Make sure to use good use of that. And Spider-Man gains stealth from the cowl. It's a very effective team against teams that lean on ranged figures.

I don't recall Spider-Man from that set having outlaws keyword or even 1 matching keyword, Since its not a theme team you cant use the ata. Please correct me If I'm wrong I'd love to have a modern spider man on my outlaws team with me newly silver sable.

Justice league dark ata will help ur characters get in range so stargirl can telekinesis amethyst in to stop darside from any range. Hopefully she can escape from him. Incap him with batman and stargirl. Shade can perplex and use smokecloud to bring his atk value down too.
Another way is get some tk and send clix with pulse wave on him. Be wary of his free attack after phasing.

COSMIC STORM AND ECLIPSE: Opposing characters within 6 squares possessing the wing symbol modify their speed and attack values by -1. Friendly characters within 6 squares that can use Stealth have lines of fire drawn to them blocked when it's not your turn.
Put the UB with Bat Cowl on him so he can use stealth. Group the rest of your stealth team around him.

No, you outwit his Improved Targeting (yes, you can outwit that, as well as Improved Movement). Then he can't see through your stealth. He has to come to you, so no more ranged threat.
I echo Batman Ally teams. I really enjoy playing them and they should pack enough Outwit to deal with IT. I know that some people hate resource options, but a Utility Belt with the Bat Cowl is a great boost to Batman Ally too.
He might not remain modern for much longer, but JLFF 003 Batman's Avoid Detection trait is useful and isn't affected by IT.
Well here's one figure that wasn't spoken of yet... CW The Unspoken. He gives you opposing characters within 3 squares Battle Fury. And he's no push over against SLoSH Darkseid either.
