Also the "Pay X to make a char attack" and Distracion, can you keep paying for those to keep forcing a char to attack after distraction? Attack, retreat,attack,retreat.....

No, the Global Effects you're referring to do not work that way. You can only force a character to attack when they are legally able to do so (ie. on the controller's turn). There is only one attack phase which is the only opportunity. So a character could be forced to attack then pulled back but then you must wait until that controller's next turn to repeat.
