NO. The SHIELD TA figure must be adjacent to the shooter. The SHIELD TA figure does not require LOS to the target.

If you mean can you Outwit Pulsewave BEFORE you are hit by it, assuming you are in range and have LOS, yes.

NO, you cannot carry your friends figures, regardless of how good of friends you are.

If by weapon you mean OBJECT, yes, HSS figs with SuperStrength can run up to someone, smack 'em on the head with an object, then run away like a little chicken.

I know that the Mandroid could not attack or use TK to propel Surfer elsewhere, but since the +1 to damage is a TA action, does that give it the same loophole that it gets for RCE?

No, a character may not be given a token after it has been taxied on that turn. After being taxied a character may do whatever they want AS LONG AS THEY DON'T RECIEVE A TOKEN.
