I tried searching the word "dial" and couldn't get that to show up. Still can't. Wen I turn to page 5, I see it there, just can't search for it for some reason. Nonetheless, thanks.
And that is even in Part 2: The Core Rules. Fair point. I was wrong.
But I still feel some of the reactions were much more harsh than I would have anticipated.

No, if playing in a tournament using the CTR, you would not be allowed to look up any dials or click numbers before or during a game. If not playing at a venue that utilizes the CTR, go to town looking up dials. The presumption is the average venue follows the CTR, but not all do.
Please cite the rule that says I am not allowed to look at my figure's dial prior to the game or during force construction.

There is one, but it is for sealed events, specifically drafts, iirc.
But beyond that it is a ludicrous notion.
The ruling says I'm not allowed to look up dials PRIOR to the draft? Or that once I've drafted my figures I'm not allowed to look at the dials while building my force?
I thought that rule only stated that during the draft process you could not look at the dials of the figures that were currently being drafted?

That is sort of correct.
4.6.2.3 All characters are turned to their starting click (no other clicking is permitted until after all elements have been drafted).
That bit occurs after you verify they dial. So while verifying, you can technically click through the dials.
After verifying, though, you can't click back through any of the dials... even the ones you've already drafted. No more clicking until drafting is completed.

Not to be picky, but doesn't the second part of that quote, "no other clicking is permitted until after all elements have been drafted" mean that after they are drafted, you can click through them briefly? Or is that clipped enough that I'm not realizing that what you quoted is after everyone has picked their figures from the draft?
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

You turn all characters to starting clicks.
You draft.
After all elements have been drafted, then you may click.
In other words, you can take a quick peek through your team *AFTER DRAFTING HAS COMPLETED*, but you can't click any dials while drafting.

Hmm, I had no idea that was a rule. I've always clicked through dials while drafting; after all, the starting click, card, and point cost only tell you so much about the figure these days. But I can see where the concern about how much time it takes would come from, especially in high-level events where players are expected to be generally familiar with the figures being drafted. Oh well! [Standard note about the CTR only being required to be applied at official WizKids events, etc.]

Unfortunately, time is apparently too much of a concern to people playing in the drafts at the cons.
Step one of the draft is open boosters.
Step two is verify the figures.
Step three is draft a figure and past the contents.
I played in four BRs over the course of GenCon. In two of them somebody skipped step #2 and got burned by a mismatched figure.
If people would just slow down and follow directions (which were restated by the judges before each BR) then such mishaps would be avoided.
And...
Cue the obligatory troll post of "Those people aren't to blame for not following directions. It's all WK's fault because the factory that they don't run made a production line error."
Guess what. It happens. Get over it. Check the friggin' dial next time, like you are supposed to do.

Okay, good. I wasn't sure if I was misunderstanding your point or if I was missing that part of it.
FWIW, I played a few BRs at GenCon and saw a few people clicking through the dials in the middle of the draft... I had no idea it was an issue as I had never done a draft before this (except in drafting prizes, but that was just once).
