I'm really digging the part where it says it can move as a free action. Phase/teleport up to 7 then drop a smoke cloud? Or incap with the other version. How is that not fun?!

They can't "tie-up" in the sense that they block line of fire or require break away, but they certainly "tie-up" in the sense that if you are based with one you have to move away to make a ranged attack. Plus free action to move into position, then smoke cloud? I'm loving it. Clog up interior maps, wall up a booted fig, give your guys temporary ranged defense. Great to fill out teams even without use with the good Doctor.

I just realized these things can hold objects!!! Excuse me Mr Astral Projection can you walk over for free pick up that cosmic cube on a 4-6 and give me a hand perplexing and prob controlling the heck outta this Brick!! WOW!!

I had three of them try to disarm the gamma bomb, all three rolled a 3!! So ya cube maybe but bomb techs not so much

They may not be traditional "tie-downs", but their free movement and the fact that they interfere with ranged combat by way of adjacency to an opponent make this a can't-go-wrong distraction piece. Any opposing shooter without a Running Shot will have to take the time to swat them, and probably at a -1 penalty from Smoke Cloud as well. These guys are also very disruptive to opposing ground-pounders and arguably the cheapest helping hand around for a Stealth crew.
