SCORE: 70%. If you are playing a high point game, this guy could be used as an expensive SUPPORT piece! A taxi that provides Energy Shield to everyone around him, and can break through 9-11 squares of wall or blocking terrain per turn.
In a 300 point game, he's going to have trouble hitting an 18 Defense, which isn't rare anymore. I don't understand why he has a range of 3, which works with exactly 0 of his powers. Feels to me like his range and his Exploit Weakness bumped up his cost and are keeping him from being a GREAT 80 point piece...

Use with TT Psimon. Adjacent friendly character can't be targeted with P/PB. Put Cannonball adjacent as well, character can use Energy Shield/Deflection.
A very good way to protect your bruiser until he can make his way up to the enemy.
For example, Nul. He will have Energy Shield/Deflection and can't be targeted by P/PB. Hitting from range will be hard to hit and you do, you have to get through Impervious.

I was initially pretty hesitant about using him, since I just couldn't see myself taking him over any of the other New Mutants. However, that Avengers keyword really helps. I played him with SI Dr. Strange. It turns out that he's awesome in certain situations.

He's not an easy figure to use... the real issue with him is one of timing, whereby he has Impervious on the attack but a turn later he reverts to 16 Toughness, which he's then stuck with unless he can breakaway. A savvy opponent will simply wait him out and swat him. His main utility lies not in combat, but in rearranging the map and sharing ES/D. Use Cannonball to carve a path through walls and follow with your real threat pieces while providing hard targets for ranged counterattacks.
