So his attack power hits colossal manhattan. Doesn't deal penetrating damage but every other piece I have does? Manhattan can't be psyblasted but penetrating damage isn't the same am I right?

Actually:
Attack hits,
THEN DAMAGE IS DEALT.
So Brother Voodoo would deal penetrating damage and the rest of the turn damage dealt to him is penetrating.

I wonder if we'll one day get an all gold power dial, or even jus one click that's all gold power?
dunno about that, but there has been all-dark-blue (Sgt. Joker), all-yellow (Silver Surfer, woe be his low numbers...), and iirc one all-silver (one of the Green Lanterns, I believe)
I guess all-gold would make more sense than all-orange (energy explosion with battle fury would be silly) but I wonder if any other all-one-color dials will be made? all-dark-green could be interesting, just don't know who would have that specific power set...

Looking at his prime version, it is easy to dismiss Dr. Voodoo for not being quite the monster his alternate is. BUT DON'T DO IT. Dr. Voodoo is a great addition to any team. Great move/attack ability, great penetrating damage, support, perplex, mystics, and a flier. Wonderful piece. Be aware however, this piece loses a ton of power when based by an enemy.
He loses out on a lot of his tricks while based, for sure. But a near full dial of 3 damage keeps him pretty dangerous even in base to base combat. Plus when he hits his "blue phase" he could always mind control someone out of his face. Not my favorite tactic but possibly game ending. He's a bit on the costly side but honestly there isn't a single bad thing about the dial. His success will largely depend on playing him right.
So is this like old baseball cards and it's worth something or is this just fodder for my 4 year old? Any other options?
Unfortunatley, This happens way too much in this game to be considered a Rarity. Wizkids does offer a replacement program for things like this but honestly it's a real easy fig to get so I'm sure you could probably find at your LCBS for a dollar or less and save yourself the headache and wait of the replacement. My suggestion: Let the little one have it.
WIN/LOSS: 2-1 Totally overshadowed by his non-PhD Prime version, the good doctor is designed for those massive 500+ games you read about on the Realms. 2017 Perplex actually makes him better as the defense he Perplexes down will stay that way regardless of how many times the target is hit. He needs to be played aggressive and I appreciate the repeated back to back clicks giving him a poor man's willpower. 134 points is a lot for 3 damage but if you have a "friend" who loves running 200-900 point figures, I'd make sure this doctor makes a house call.
Visible Dials and Pushing Damage need to be optional. This is the way.
