So I know that team bases say the team and its members cannot be assigned resources. My question is can you use them on other members of your force since it says nothing about that? The team base says:

Teams and team members cannot be assigned resources, Cannot roll to pick up a relic and can't become the pilot of a vehicle unless a game effect specifies otherwise.

Now, a team and a force... Two separate things? So while my Justice League cannot be assigned a resource, my FORCE can have someone with a resource attached right?

Lastly, I have seen posts that say you could use Penguin if you could use resources. This doesn't seem right to me. Wouldn't Penguin be ineligble since he's ASSIGNED to a whole force and Justice League is a part of your force and cannot be assigned resources? I would think because of this the idea that Penguin can be used with a force containing a team is incorrect.

Correct, other characters can have a resource assigned to them.

I think there might be some confusion with the Penguin. Let me look up how it is worded and get back to you on that one.

I was wondering about the book to. Figured I would wait for the Penguin rule.

My gut feeling is that since the two effects are worded differently they will work differently. I see no reason a Team dial could not benefit from The Penguin as it is not assigned to the individual characters.
Of course, there may be some errata needed if the intent is actually to have both work the same way.

If a resource is assigned to your whole force at the start of the game, such as the book of the skull, you cannot assign it if you have a team base on your force, since they can not be assigned one.
