This is definitely a very strong piece, especially considering the pt value. You are correct, this is easy to abuse. However, this can be outwitted.

So he moves through someone assigned t he battery w a construct. The construct is not a relic or resource. The power says nothing about the effect of relics or resources so you should be able to use the abilities of the construct.
