One of the most abusive ATAs in the game with certain teams. The GCPD Motorcycle is my go to piece to use with this ATA.

So can wildcards that lack the keywords not use this ATA when they copy it?

No, they can use it. To ASSIGN an ATA to a character, it must meet the keyword requirements. Unless the ATA is uncopyable, any wildcard can copy it. Look at George Massu's team for Worlds 2013 (before you could only use ATA's on theme teams mind you) of the Batbelt (before the watchlist nerf) on DC10 Lex Luthor with an autopilot GCPD cycle. He would prep time to +2 stats, clear, and then use the GCPD ATA to move 4 and shoot for free with +2 stats and unless he wanted to, never take an action token and thus always staying on +2 stats. A deadly combo that we sadly cant use any more. :(

That said sog026 Comm. Gordon (56), bm210a Two-Face (70), & sog022 Harvey Dent (93) have Gotham City, Police, & Politician meaning you could make a Politician Theme team. Using the Power Plant for +1 stats, the Phoenix Force or a Battery are all options. Certainly no longer META, but doable. You could run Lex (160), Comm G (56), ATA (2), & another Politician w/ any of these for best effect. Comm. G brings the ATA & Enhancement. Leaving a good chunk of points for a Resource & 2nd attacker. fl001a The Flash (65) & a 16pt Battery might be the best use of the 82pts left.
