Quick question on Agent 13's Let Your Guard down power. So here is the power:
LET YOUR GUARD DOWN: Adjacent opposing characters can't use defense powers.
If you have a defense power, like from a trait, like Super Skrull or Engineer or even on a Special Power that ISN'T in the defense slot does her power work? The wording of her power says can't use Defense Powers. With that wording it doesn't matter what slot because then it comes down to what is defined as a "Defense Power" on the Powers and Abilities card.
Can I please get a ruling?

Defense power = power occupying the defense slot. So basically pretend there is no square in the defense slot.
It has no effect on standard defense powers granted by other sources, like Toughness granted by a trait. Toughness is a standard defense power (found under the "Defense" heading on the PAC), but since it is not found in the defense slot in this case it is not considered a defense power.
There has been a lot of discussion about this issue...

So a power doesn't count as a power of that type even though that power is listed as that type in the Powers and Abilities Card...
A defense power is not necessarily a standard defense power - it could be a special defense power, for example.
And, on the other hand, standard defense powers are not necessarily defense powers - they could be granted by traits, relics, special powers and so on.

No, powers listed on the powers and abilities card are not defense powers. They are STANDARD defense powers. Yes, that one word matters. Defense powers are powers that are in the defense slot. Nothing more and nothing less. Standard defense powers are the powers listed in the defense section of the PAC; a standard defense power granted via a trait or resource is still a standard defense power.
Just like there is a difference between a basketball and a baseball. Sure, both have the word "ball" in their names, but it would be pretty hard to dribble a baseball or hit a home run with a basketball.

Further, her power impacts any Power in the Defense Slot. So if you have a Special power in your Defense slot that grants Close Combat Expert, you cannot use Close Combat Expert while Agent 13 is adjacent to you.
Great example of this:
(Defense) Rage: Zilus Zox can use Poison and deals penetrating damage when using it.
(Damage) Attacks Roll Off Me: Zilius Zox can use Shape Change and Toughness.
While Zilus Zox is adjacent to Agent 13 he cannot use Poison, but he can use Toughness and Shape Change.
