This clause is independent of Aquaman using Steal Energy, correct? As in he doesn't have to use it or be the one who KO'd the opposing character for water to spout and limbs to re-grow?

He would heal, I don't see why the rest of the effect would not occur as well.

The two sections are independent. If they were connected there would be language like "when he does" instead of a new sentence.

The second sentence is an if/then and, since it doesn't specify by whom or means, it happens when a character is KOd

Note, a non-KO character would not trigger this, such as Resurrection Man
