I am having trouble understanding why. I asked a follow up question asking for clarification but was denied. So I turn to the community. I see nothing in carry that says a character is removed from the map when carried so I'm not seeing why a trait would not trigger. Here is a refresher on carry for all of us.
Carry
When moving as a result of being given an action, this character may carry one friendly character. When this ability is used, modify this character’s speed value by –2 until the end of the action. The following characters can’t be carried: larger characters, multi-based characters, characters holding an object, and characters with any of the following combat symbols:
To be carried, the friendly character must be adjacent to this character at the beginning of this character’s action. When this character ends its movement for the action, the carried character must be placed in a square adjacent to this character. While being carried, a carried character is not adjacent to any other character, nor can it draw a line of fire until placed at the end of this character’s movement for the action. A character which has been carried this turn can’t be given an action (other than a free action) until the beginning of the next turn.
I'm not arguing the ruling just trying trying to see the evidence in the rules.
Characters being carried are not considered to be on the map for any game effect.
and
Characters that are removed from the battle map are not affected by any game effects and may not use their own game effects except as stipulated by the effect removing them from the map.
The reason for this ruling and other similar rulings breaks down in multiple ways.
First and foremost, when a character is carried it is removed from the map for the duration of that movement. This is why if you use Hypersonic Speed and carry a figure with PC you cannot use that PC for the attack made during Hypersonic Speed.
The second big aspect of this, while a character is removed from the map (such as when that character is carried) its powers and abilities are no longer active/in play UNLESS the power or ability specifically says it is when the character is off the map (I.E. SoG Blue Beetle).

Does that mean that the turtle could pilot a vehicle and be removed from the map while your team moves and then eject so his trait is active again for your opponent's turn?

At the moment, yes. Sure. Probably just easier though to have a Vehicle carry him and your team though because IIRC you can't become a pilot and eject same turn.

I know several players at my venue that I could just have my team in wait and have them inch up to me but be just out of range and then have turtle pop into the vehicle and then have them pounce. They wouldn't see it coming...especially from me as I'd be breaking theme to do it!

Lets say I outwit something with Turtle and then carry him with another character.
1. Does his outwit go away since he is no longer on the map?
2. Does it go away and come back once he is not being carried anymore?

It's a similar reasoning of how a Smoke Cloud or Barrier doesn't fall when the one making it is carried... or why a figure holding an object with Super Strength doesn't drop their object when they are hit with PulseWave. It's one of the inconvenient truths of Heroclix.
-Heroclix is not a game of logic, it's a game of strategy .... after all, when's the last time that you saw a giant (using a stealth ability) that was hiding behind a swingset... and nobody could SEE him????

It is because while a character is being carried they are considered off the board and they can't use their powers. But not being able to use your powers doesn't mean that an already activated effect will stop from working.
From the Player's Guide:
A game effect which states that another game effect can’t be used
prevents a new activation of that specified game effect, but it does
not end any ongoing effects unless otherwise noted.
