Currently, we are playing in a Yu-Gi-Oh! HeroClix: Battle of the Millennium OP event. We are allowed to "bring" in 200 points of golden aged figures.
The question that I have is:
When assigning a character a relic from the Millennium Stone, can I use Splitlip's special power to bypass giving my characters a power action?
Splitlip's special power:
I'LL FORGE YOUR WEAPON, YOU $#@*&%: Friendly characters can use free actions instead of power actions to make a relic roll and modify their roll by +1 if not already modified by this effect.

As I read, I think not. Splitlip changes how a "relic roll" works. Millennium Stone does not involve a "relic roll" , rather it assigns an item in a different way.
