Are word balloons considered relics, ie could deadpool get a balloon and then be assigned a construct from a battery?

No the word balloons are not considered relics, just like constructs they are also not tactics currently.

If you play a fun game you could possibly have a word balloon, construct and relic on deadpool all in the same game

for a 300 point modern fun game, was going to use zombie super skrull and prime evil deadpool for a monster theme with star sapphire battery

Also, relics do not prevent you from assigning a figure a construct from a battery. It's just that you can't normally have a relic and resource on the same team, but there's lots of ways around that these days (or you just pick up your opponent's relic).

It is possible to have a character with a Word Balloon, Relic, Resource, Construct, while holding a special object

Don't forget to assign it an Entity! And then have it summon in backup with an Avengers ID Card.
