Interesting thoughts, fellas. While I hate duos 99/100 times Beetle and Booster are ones I would consider sticking on a sideboard.
I feel very much the same way: Blue&Gold are inexpensive enough to merge from just about any combination of solo versions. The only other JLI duo that has offered me any success is the Mr. Miracle & Oberon figure (also from BatB), but with only a BST Oberon it only offers some of the duo shenanigans, so it just gets played as a 'peanut-base' figure starting on the force.
I actually really like the choices on the original team posted. If I was trying to use a similar roster and min-max I would make different choices (that FF Black Canary is a killer), but I think I ken what you are going for. If you do end up with a few extra points (by dropping to a bulldozer) and still have a theme team, consider the Birds of Prey ATA on Black Canary.
With the construct ruling, two figures will still have to 'merge' to have the two constructs, the IIRC the least expensive way to have enough points (using carded figures) to merge Fire and Ice is to use the two SoG dials (139 points)...at which point the points leftover for constructs becomes...constricted. You can keep offering tweaks to justify the rather mediocre Fire and Ice duo...but then it really isn't T's force.
Not justifying, just commenting. Don't over-think it you might hurt yourself.
As far as duo's go I've also found the Oberon/Miracle duo very useful as mentioned. Using the FF Black Canary would break theme though so it would probably be best to stick with tyro's choice.
