Using the multi-attack, Sinestro could use TK to make two separate attacks against one or two targets.

Now, could Sinestero use Multi-attack ability to TK two friendly figures around the board instead of attacking?

I would imagine not because that is not using the TK as an attack, but someone I was playing with said they could.

Any help on this topic is much appreciated.

From the latest General FAQ:
"Multi-Attack
• Big Figures using the Multi-Attack power may use powers and abilities during a Multi-Attack such as Barrier or Telekinesis that do not necessarily result in an attack."

So yes, Sinestro could use his multi-attack to TK two characters.
