Echo's trait:
Photographic Reflexes: Echo can use Combat Reflexes. Give Echo a free action and choose a character with one or more action tokens within 6 squares and line of fire. Chose a standard attack or damage power that character can use. Echo can use that power until your next turn.

Captain Universe's ability:
The Uni-Power: Give Captain Universe a free action and choose one: Incapacitate with , Telekinesis, or the Power Cosmic team ability. Captain Universe can use the chosen effect until she chooses again.

Question:
Suppose, for Captain Universe's ability, I choose Telekinesis. Could Echo then copy that ability from Captain Universe?

Yes because Capt. Universe "can use" TK.

How about prob control from TTPC? Can echo declare prob control and use it from a tokened character within range and LOF that can use PC via TTPC? I just wanna make sure if this is legal.

I don't believe that would work because they only "can use" PC when they take a token... it's like KC Flash can't use OW unless he removes a Speed Token.

A follow up question...

Can Echo copy standard Attack and/or Damage power granted by TAs and ATAs?
Ex: Skrull TA grants Shape Change

One thing I should point out that you wouldn't be able to borrow the power unless Capt. Universe chose the specific power.

Yes. "Choose a standard attack or damage power that character can use" doesn't state possess so it's any power they can use regardless of source.
