Why is blocking terrain on level 1 an issue when you're drawing a line to level 2 or 3?
Is it even possible to make a clix map out of cardboard or something that illustrates properly the heights of the blocking terrain and the levels or are these poor superheroes living in "abstract concept hell"?
You could make a cardboard (3D) map and I've seen some nicely made ones... but if it's used with new players, it tends to confuse new players more than help them because of some 3D concepts that aren't in the map. 3D aspects of height are VERY limited in this game to simplify it... if not, people would need to bring graphing calculators and have height reference cards to figure out how tall a Barrier is on level 1 compared to a Colossal of height X that is Y squares away and if they could see figure Z over said Barrier. Instead of making it a complex Trigonometry word problem, they simplified it with the LOF chart on the back of the rulebook.
While looking at a 3D model of a 3 inch tall blocking terrain marker at the foot of a 6 inch tall Colossal and a figure several squares away (where the eye line of the Colossal EASILY sees the figure), there are some 3 inch tall Colossals (Pacific Rim, for example) that couldn't "see" that same figure from their eye line. Simplifying it to say that blocking on the same level as the lower level just makes it easier so you don't need a ruler and a Physics/Math degree to figure out LOF.

Would this change at all if it were an indoor map? Lets say I'm shooting from Level 3 to Level 2, yet between us is level one with a piece of blocking terrain. Indoors, blocking terrain is considered all the way hence you cant fly over it. Would this then prevent a shot being made or since there are no rules on it, still be allowable to make that shot?

BLOCKING TERRAIN
Blocking terrain represents areas and objects on the map with the potential to completely impede a character’s movement and line of fire. Any line of fire or path of movement that crosses blocking terrain is labeled a “blocked” line of fire or path of movement, the movement can’t happen and the line of fire is not able to be drawn through this terrain.
• Adjacency: Squares on opposite sides of blocking terrain are not adjacent. Two squares of blocking terrain adjacent to each other across the diagonal of an intersection would prevent adjacency between the two squares on the opposite side of that intersection.
• Movement: Blocking terrain prevents movement. Characters can’t move into or through blocking terrain.
• Line of Fire: Blocking terrain prevents a line of fire from being drawn between two squares. Any line of fire crossing a square of blocking terrain is blocked (except for a line of fire between two characters on an elevation higher than that of outdoor blocking terrain).
Outdoor blocking terrain is the only exception to that bolded line. So, indoors, blocking terrain blocks LOF, period.

After yesterday's drop it stands at 1 to .46.
I'd hold onto it for a while to see if it recovers back to a more normal 1 to .74.

Yeah, I am normalview (AKA Jeff). nbperp (AKA Norm) was the rules arbiter.
I guess because "norm" is part of "normalview", people used to get confused on a not infrequent basis. That said, it never bothered me. I've been called a lot worse than "Norm" before

What if it was the same example above [Elevation 3 figure shooting Elevation 1 figure], but there was no elevation 2 between them? Could a figure on the rim of Elevation 3 shoot a figure on Elevation 1 (assuming no other elevation changes or blocking between them)?
