Probability control makes perfect sense on this figure. Limiting it would just make other cheaper figures that have prob more valuable than bullseye. He can effect an opponents attack in the comics as well as his own. Think outside of the box in terms of prob and it makes sense. I like when designers find more ways than one to depict or utilize standard powers. Otherwise scarlet witch would be the only one walking around with prob.
I can see your point in how it can be justified for bullseye To have PC but personally id think it would be more 'accurate' if it could only be used for ranged combat attacks. I remember him doing most of his sabotage via ranged means for range purposes personally. Honestly I much prefer basic PC to a white power due to personal preference so Im more than happy with it as it is.

I noticed something strange here. The characters real name still just says "Lester". But if he was in the Thunderbolts program S.H.I.E.L.D./HAMMER should have figured out his real identity right? That's what Civil War and the Initiative were all about...

to my knowledge its just his first name that is known. its not a goof it just him not letting anyone else know
How is this guy *not* 5 stars? Those combat values, those first three clicks of prob con and the ability to see through hindering and characters. Yeeesh.

I'm not sure why they didn't just give him the sharpshooter ability instead of making it a worded trait, I know that he came out before the Arkham Origins set but he should've had a traited prob like Deadshot where he can prob his on attack but not the opponents, that would make more sense. Instead of PC he should have a running shot RCE combo or include battle fury, or make it where when he hits 2 or more he could use incap instead of dealing damage, he's Bullseye after all! He never misses!. Any way precision fits this guy perfect!

His Improved Targeting (2 circles with an arrow going through them) allows him to shoot out of adjacency whereas Sharpshooter does not. It actually states on the PAC "may make ranged while adjacent to an opposing character."
His probability control really should be a special that only works with his attacks. I mean, the flavor text itself admits it's main purpose is Bullseye's attacks. Yet he for some reason is able to give rerolls to his friends. Because, ya know, that makes sense!
WIN/LOSS: 0-1 While not as busted as Fanboy Bullseye from WoS, I'm not a fan of this dial even though it is over-powered for the character. PC + 12 attack is overkill and provides him with a defensive protection he does not deserve. 2017 Precision Strike reigns this guy in who was probably over priced at 110 to definitely over-priced. Make your first attack count because your opponent is going to be shooting this guy next turn. 4 clicks of CR makes him more vulnerable as the average damage value of 3 keeps him from getting Super-Senses until it is too late.
Visible Dials and Pushing Damage need to be optional. This is the way.
