Her special says that a "friendly character within line of fire and shares a keyword with"...... Does this mean that the target to receive outwit from Simmons does not have to be within range? It says line of fire, but range isn't mentioned specifically... Am I making sense?

You are correct. They do not have to be in range unless it says so.
