For maximum abuse NFAOS053R Iron Man at 50 or AVX003 Thor at 200 gives you either the cheapest avenger w/ an 8+ range or the cheapest Avenger with a 12att/5Damage 8+range to start. The 228pt Thor however could bring in Pulsewave (to replace "Unbelievable upside-down...") and keeps 5 damage for 3 clicks. Ofcourse all of the 5Dam Avengers start w/ RS, so something like 10-range 175pt White Phoenix Hope w/ her 11att/4Damage might allow for more of a team. However all three of the newer Thor's (at100pts) start w/ 11att/4Dam and some form of Charge, so that is your best bang to abuse both the RS and the +2att special while dropping in an Avenger pilot with "max" stats.

I've personally been using the Iron Man 3 set Iron Man MK 7 @ 75 points. Not nearly as good as what you put out, but unfortunately I don't have any of figures you mentioned. (and I want Rick Jones SOOOOO bad)

Wait, Batman1983, how are you using Pulse Wave? Vehicles only copy range, attack and Damage values not powers (or at least that's how I read it)
under the new vehicle rules section titled pilot attacks it says "give the vehicle a free action and choose a standard attack or damage power that the pilot possesses. until your next turn, the vehicle can use the chosen power but cannot use any other attack or damage powers".

How does it work with Rick Jones? His pogs would never come out on to the field past the first one, and he'd just be sitting on 11 attack 2 damage. FF012 Hawkeye seems to be the best fit for a few more points. 11 attack, 3 damage RCE, and won't broke Thunderbolts theme if you're running. I guess Rick is good AFTER the cycle is destroyed, but I think I'd rather have Hawkeye on it.
I've had fun and some success with CW Hawkeye piloting it on a S.H.I.E.L.D. team: 12atk (could be 14 with the cycle's special), 9rng, 3dmg with running shot. carry a S.H.I.E.L.D. agent of some sort sort to auto-boost the range to 10 and to token for the S.H.I.E.L.D. ability to get the damage up to 4. my team had NFAOS Steve Rogers who both pulled tokens off of the cycle AND gave it ESD, but you could technically do it with the tabapp cap too and still keep theme.
I guess for the cycle I was looking at the best range for the cheapest in modern. In Golden Age sn081 Bullseye in the cycle on a Thunderbolt Theme with Hawkeye would be pretty crazy. 10-range 11att/3Dam is rare on pieces under 100.

He'd be on click #3, where he'd either be able to use Psych/Pent (main) EE or RCE (ctd); he couldn't use his special damage power with the new vehicle rules. If the vehicle were destroyed, again, using the new vehicle rules, #2 or #3, assuming he was at full health to begin with. Again, nothing stellar as far as how Lightning Lad, in any iteration, works with this thing.
