But if you don't roll the support power you want at the right times, you've overpaid for a close-combat figure by about 30 points. For 100 points, Viper deserved traited Sidestep or Stealth or 8 range or *something* that will help her land a hit before she gets hit.

She doesn't need to hit before she takes a hit. She essentially has SUPER mystics where the attacker takes one damage then each adjacent character to the attacker takes 1 damage. That alone makes sure she pulls her weight. All people see when they look at this dial is 100 points for four range and an extremely short, underwhelming dial.
What I see when I look at this dial is a severely effecient bruiser and close combat specialist that's dealing an average 4-6 damage throughout her dial if she is in close. She is also a utility piece because she gets to roll each turn and receive probability, outwit or perplex. ...lots of random options that your opponent will not be prepared for. You Tk her in the middle of an opponent's team and have her start brawling with her multiple attacks. Then watch as the opponent hesitates to hit her because of her trait. A close quarters team would decimate themselves if they try to kill her in one turn. The first guy hits her and is dealt 1 damage while dealing every adjacent Friendly another damage. The second guy hits her dealing another damage to everyone that was just damaged! Not to mention the damage is penetrating! A team must severely damage itself to get rid of her. insane!
Five clicks of life means that, no, her feedback damage will not be putting out a lot of damage, as it's one of the easiest positioning problems to solve I've ever seen and she'll be dead in 1-2 hits, especially with opening toughness and a 17 defense. Compare that to any other even decent 100 point figure.
Her unpredictable Mind Control, Perplex, Outwit means that she's not a reliable support piece, not that you should be looking for 100 point support pieces anyway. You can get those powers for less points on much better pieces.
No improved movement and no indomitable means that all her close combat abilities (poison, flurry, close combat expert) will be harder than they should be to utilize.
