Well, technically, you could use it on them, but you could only modify their values by +1, not +2.

I see no reason why Wanda can't use Perplex along with her "modify combat values" trait, since the trait doesn't use the word "Perplex" anywhere. Kinda used that on Hulk, giving him a +2 on everything and a +3 to his attack. I felt dirty afterward.

Giving somebody +1 to everything never goes out of style. +2 to all to a Hulk is still crazy of course, especially since we get a new Hulk with about half of all Marvel sets. Played this in a "magical girl" styled team, made Dark Magician Girl get +1 to all while also Perplexing and letting DMG get a Perplex of her own for even more shenanigans. Until we get more cheap pieces that give +1 to everything, this one will probably be a solid Avenger for a long time.

WIN/LOSS: 14-2 Movie Scarlet Witch is a decent 55 point version of Wanda. Great range and starting Willpower allows her to prepare to unleash the beast - her main purpose to being on the team. I've used her pretty effectively multiple times and with the stronger dials we have been getting in 2020, her bonus has really made strong allies. For example, Professor Hulk getting a +2 to everything is insane. One thing I have noticed is how she has aged. Due to increased mobility from newer sets, Wanda has to be careful to avoid getting into the fray. Once she takes damage from an attack, using her trait becomes quite challenging and she is taking 2 damage to pull it off. Sadly, that starting 16 defense makes her low hanging fruit and a hit for 3 damage allows one last use of UTB before KOing herself. Surprisingly, given how many sets focus on the Avengers, Scarlet Witch doesn't appear as much as the many of others - so this keeps older ones still viable.
