Would flash be able to remove a speed force token to use outwit during movement but before the hypersonic attack ? And if so would he be able to continue movement after the attack ?

The token may be removed when the use of hypersonic speed has been declared.
Hypersonic speed allows a character to move, attack, and then finish it's movement. The ability adds an extra step during the move. It doesn't specify when,

Yes and Yes.
He could move 9 squares, outwit the defensive power of a figure in the 10th square, attack, and then move the remaining 8 squares on his first click.

Remember that you have to remove the speed token when you declare the action. You can't decide to do it halfway because you missed your attack and want another try. Once you remove it you don't have to declare what you're doing with it until you do that though.
Also remember that if the first attack was a ranged attack, such as with a sniper rifle construct, you can't make a second close combat attack because you didn't make a first one. That question comes up a lot.
