I'm not where I can quote the powers, but when Lex places a bounty token on a card to give him -1 DEF, does Pulse wave Ignore that modifier? I don't think it does because earlier threads state he is not targeted by the attack, so his modifiers are not ignored. Would that hold true for the bounty token on the targeted character’s card?

Niether tokens nor modifiers are game effects used or possessed by the tokened character so Pulse Wave will not ignore it. Unless President Lex Luthor is also targeted by the Pulse Wave.
