That wouldn't work. You can't change the target of the attack after the dice have been rolled. At that point, you've already passed up the opportunity.

Now, as stated above, he can't use perplex, outwit, or PC 3 times in a row, BUT can he choose any of those multiple times via the counters? Because if the rule states 1 free action of any kind per turn, isn't it possible to call 2xPC and 1xOutwit, then use 1 outwit and 1 PC on your turn then a PC on your opponent's turn? I really thought long and hard about this and reread him many times. It doesn't specifically state you can choose only 1 of each. And in respect to the gameplay and rules it seems feasible.
When you choose Probability Control, then you have... Probability Control:
PROBABILTY CONTROL: Once during your turn, this character allows you to reroll one of your rolls, ignoring the original roll. A character using this power must be within range (minimum range 6) and line of fire to the character for which the original roll was made. Using the same rules, once per round during an opponent’s turn, this character allows you to force that opponent to reroll one of their rolls, ignoring the original roll.
... so there's no need to choose it twice... just my twopence.

I put focus on the wrong Words, Words, Words... "Give Ebony Maw a free action and remove a Whisper token to use either Outwit, Perplex or Probability Control until your next turn if he can't already."

He can only use each power once during a single turn, since he can't be given a free action to gain perplex/outwit/prob when he already has perplex/outwit/prob as a power!
