DEFENSIVE FORMATION: Once per game, when Kazejin or an adjacent friendly character is dealt damage from an attack, you may give Kazejin an action token. If you do, that character ignores all damage from the attack.
If an adjacent character has Impervious, can I roll my Impervious check first, and if it fails, then decide to activate this effect?

Suppose Suijin and character X are all adjacent with Doctor Strange, giving them all Shape Change. My opponent attempts to target X. If X fails SC, I can then choose to give Suijin a token to change the target to him. This trait is explicitly setting him as the target, therefore he doesn't get to roll his SC. Does this sound like a correct interpretation, or should X not get SC in order to use Tidal Shield, and/or should Suijin still get to roll SC?

I believe it's yes... the damage isn't taken until the damage reducer would kick in so you get to roll SSenses (to see if you're hit), Imp (to see if you are dealt damage), choose to use Protected (feat), and then get to use this power... all of course dependent on what options are available to the figure.

Yes. SC is rolled when a figure is attempted to be targeted... if the SC were to succeed, X isn't targeted so Suijin's power couldn't activate. You are correct that Suijin would not be able to roll SC because he's not being targeted by the attacker initially.
Both of those are my interpretation without the PAC/rulebook handy (I'm at work) but I'm pretty sure that's right.
