[C]A bystander is a character which does not have a combat dial. Although a bystander has combat values and follows all normal rules for HeroClix characters, it does not click. If a bystander takes any damage, it is KO’d. Bystanders can be represented as flat character tokens or 3D sculpts.
If so, that's... interesting. It doesn't automatically make the link I posted obsolete, but it does make things a little trickier. Plus, that is definitely new(ish). I really wish new entries got date stamped...
That's weird. They have this in their errata forum.

Ms. Lion is a 3D sculpt and has no combat dial, so wouldn't she be a bystander?

Because she doesn't have a B or H in her number, like the link says.
Plus, I guarantee you that clarification entry is new(ish). I can't tell you when exactly (see time stamp gripe above), but it is definitely less than a year old. Ever since the true single-click 3D characters came out (FLock of Bats), they've been ruled to be different than bystanders.
Oh, indeed they do. I just looked at a stack of them.
As normalview said, Toys, Bats, Spider-Bots, Ms. Lion, etc., have never been considered bystanders. And that E&C entry is just a clarification, so it doesn't change the definition of what a bystander is. Really, that last line isn't even a new thing, 3D bystanders have been a thing for years.

Am I the only one who finds this weird and arbitrary distinction between a Bystander Token and a characer with just one click of life that fits the definition of Bystander Token in every way but is not actually a Bystander Token utterly ridiculous?
Yoda of Borg, we are: Futile, resistance is. Assimilate you, we will.

Read the ruling again. Bystanders are generated two ways:
1. If the bystander's collectors number starts with a "B" or a "H".
2. If the Bystander is generated by a game effect.
February 15th 2015 will mark my first year anniversary of Heroclix.

Like I said. The reason Shadowfax, The Pack, Lobo Clone, and B'Nee are Bystanders, and H.E.N.R.Y., Flock Of Bats, and the Spiderbots aren't is completely arbitrary as all of those fill the description of Bystanders that is in the rule book.

Those others also have character cards, including keywords.
Bystanders don't have keywords (generally) and they do not influence themed teams, one way or the other. HENRY and the like do, by design. If they were not meant to influence theme they could have easily been made as bystanders.
So, no, it isn't really arbitrary. Or, at least, no more so than any other character specifically designed to work with certain themes.
