I think I know what your asking so I'll try to explain;Reposting the electrocute power as it got a bit garbled (looks like auto-correct took a go at it)

Ocean master normally has one target the wording for electrocute lets you override that and target as many characters as you like that are within range and in water terrain where the confusion sometimes sets in is there is nothing in the special power that overrides the need for line of fire to these targets. So you could have for example 4 characters in water in range but if only 2 have line of fire you only target those 2 figures.
It's normally the case that a special power variant of a PAC power follows the rules for the PAC power except where the power alters it.
If that's not what your getting at sorry to waste your time.
What I did think was interesting was the answer to the follow up question letting you target one figure on land using the and still target other figures in water using the special power, interesting twist thanks for drawing my attention to it.

"Any game effect that states “within line of fire” means there must exist a non-blocked line of fire between the source of the game effect and its target. Any game effect that states “within range” means that the target of the game effect must be within the source’s Range Value. Any game effect that states “within x squares” means that the target of the game effect must be within the indicated number of squares of the source. Each of these phrases are independent of each other. A character can be “within line of fire” but not “within range.” It can be “within x squares” but not “within line of fire.” When a game effect has more than one requirement, the phrases will be combined, such as “within range and line of fire.”
