I was the one who posted the question originally on the WES. Now i'm going to ask it again, and i'll continue asking until we get a decent answer.

So, at the start of your turn roll a d6... Say you got 6, his speed is replaced from 10 to 16.
Now you do a running shot, replace the speed which is 16 by half of it making it 8. Then you add the modifiers if someone has perplexed or something.

Except the original ruling made on mikhail rasputin was that replacements and modifications do not come into effect until that value is going to be used in some way. And then the controlling player decides what order the replacements are resolved when it is used. Running shot and his effect are both replacements. Going by the original ruling i should be able to half first for running shot and then replace with his d6+printed value then. The reason people are having an issue is that the original ruling for rasputin was done here on hcrealms and are now considered null and void since the rulings have to have come from WES rules forum, which they have neglected to provide a new answer and even taken down the rulings inquiries about it.

Played this guy for the first time yesterday, took out ragnarok with ease (granted i did land a SC and next turn a SS hehe). took 3 damage and put him on his first click of PW, had my other character take ragnarok down to his stop click and then hit him with a PW from the doctor to end it. love this guy cause unless you can smack him for death right off the bat hes going to be a pain in your opponents keister. that and throw nul's hammer on him? oh its so over at that point, possible 16 range on a running shot first click with 12 attack penetrating and only gets better after that? ill take an entire freaking box full

Thats it. You replace it for a possible natural 16 movment. You cannot ignore the running shot replacement. You have a 16 than you halve it to 8 with an 8 range. Anyone who says they can ignore the first replacement is a little confused

There is no such thing as natural movement in this game, there are printed values, modified values and replacement values.....
Getting kind of old, but I will say it yet again, they had ruled in the past that a replacement value does not actually come into effect until that combat value is being used, then you got to choose in what order you replace when you used that combat value.
Using the older ruling, you are not using the replacement speed value until you attempt to use running shot, running shot is also a replacement value, you could then choose to half for the running shot replacement value and then replace his speed with his trait's replacement value.
Example: When the Sniper Rifle first came out you could use hypersonic speed and make a 10 square ranged attack, since the ranged attack from hypersonic speed and the sniper rifle are both replacement values, you would choose to half and then replace with 10 range. That is why they errata'd the sniper to having to be the first replacement value.
There has been no errata or clarification by Wizkids to say otherwise with Dr. Light. A few of us have posted for rulings and never gotten responses on the matter, then they just started to delete the rulings threads as if they never existed. And if you try to ask about it now you get a denial response stating that you have selected a topic that doesn't fall within their guidelines, with a link leading you to the posts you can make and how to make the posts.

Yes, you can choose the order of replacement values and yes it's only calculated when needed (in this case, usually during movement). Therefore Doctor Light would have up to 16 (10 printed speed value + D6) Speed Value in replacements after replacing running shot replacement value.
[C]Combat values are calculated when needed, so replacements and modifiers, and effects that interact with replacements and modifiers, aren't applied until the specific combat value is calculated.
