They're really getting quirky with their outwit/counter dials latley. This guy gives a nice boost to the PD. Could open up some lanes for Flash to run in and do
Some damage.
At first as was 'meh, nothing special'. Now i can see the potential - he can shut down traited perplex/outwit/ prob an do the same with ones granted by TA (superman enemy, csa). Definitely can be useful. And you can aleays use his outwit to counter abilities on power cosmic/quintessence pieces
While he can outwit abilities on characters with Power Cosmic or Quintessence, they would still be able to use outwit, perplex or prob.
Captain Stacy's power specifically states that a "Power" has to be countered for his special to take effect, not an ability. Though you could always give him the Omega Drive.
Here's hoping we get a Vanilla Ice Clix in the next TMNT set.
Just on the base level, I could want to outwit PC, but I'll get to outwit something else instead and still hit it. For 30 points, yeah, this guy's pretty awesome. He'll be a major target, though.

Geesh. Makes sense that this guy's a B-side to the NYPD officer, but not sure he's good enough for a Prime slot. Wish he were just an alternate, like the named variants from the Nick Fury Agent of SHIELD set. And/or that he had the Spider-Man Family keyword (they desperately need more decent team abilities to copy!)
I'll add: I got the Sketch variant of this guy, and it's one of the only figures in the set where I strongly prefer the black & white version. Not that the sculpt is any great shakes, but in full-color he looks too young for my mental image of Captain Stacy (which is influenced by the Spectacular Spider-Man cartoon more than anything else, where he was voiced by Clancy "Lex Luthor" Brown).

I was perusing pieces with the Police keyword, and saw the Central City Police Captain from the Flash gravity feed:
If Captain Stacy had a trait like that, granting all Police-keyworded figures the Spider-Man Family keyword (or even the reverse- granting all Spider-Man Family pieces the Police keyword), then I would understand why he's a Prime.
