To answer your question, yes if the wording in the units section is correct then he could remove the token from himself. To exclude himself it would need to say "... other friendly character...". But as it doesn't say "other" it includes him as well.
A figure is friendly to itself.
A figure is within 4 squares of itself.
So if the figure has the Thunderbolts keyword (and every character with the "Justice Like Lightning" trait in CWslop had the keyword) then they can have the token removed.
And since the token removal happens after actions resolve, it means that you could even remove the token that you just placed on that character.
But as stated, if it's an "official" answer that you want, you must go to the WIN.

This is ancillary info, but just to throw this out there, Venom cannot activate Justice Like Lightning twice through using Flurry, because the power activates after actions resolve.
