Can FX and similar be used on "no tactics" games??
a) wf046 Klarion the Witch-Boy's pet Teekl and wf052 Monsieur Mallah's brain. Are they bystanders?? In a "no tactics" game, can they even start attached? Can they be placed as characters?
b) Same question for FX... thingies. Prime examples would be jw051 The Riddler's Clue, uxm051 Iceman's Ice Wall, and jw052 Green Lantern's Light Wall Marker
c) Now that we're on topic... jw052 Green Lantern's trait reads: "Once per turn, Green Lantern can use Barrier. He can use it as a free action, but only to place 1 Barrier marker. When he uses Barrier, he may substitute one Barrier marker that he would place with the Light Wall Marker and place it in a character's square within range". Does the marker HAS to be placed in a character's square, or can it be placed in an unocuppied square in which a normal barrier marker could be placed??

Traditionally "No Tactics" means nothing that is covered in the "Tactics" portion of the Rulebook - such as special objects, ATAs etc. However if you are attending an event labelled "No Tactics" you should really ask your Judge because everyone is going to have a different idea what it means.

I'd check with your judge beforehand - for anyone with my sense of humour, no tactics could include characters not carrying allies, using objects to increase damage, etc. What most people mean is no game elements other than normal figures. And some of those people will object to the use of traits, white powers, etc..
