For what it's worth, I think that Turtle has been treated interestingly by the rules team recently. Not griping, just gonna lay out two different rulings that have subtle nuances about them and can confuse many players/judges when the question(s) arise.
These rulings actually contradict each other.
Turtle's trait in the questions below

Those rulings in no way contradict each other. Turtles effect triggers when actions resolve. If there's no action resolving, it can't trigger. This is line with other rulings about "when actions resolve" effects not triggering when there's no action resolving.

I do get what you are saying about actions resolving, but these two rulings literally contradict each other.
to add clarity, the first answer which stated that the token is given regardless if the movement was from an action was based off of this original scenario:

For instance
BAMF!: Nightcrawler can use Super Senses. Whenever he uses Super Senses to evade an attack, you may immediately move him up to half of his speed value.
If Nightcrawler BAMFs, and moves 7 squares without taking an action, will he trigger turtle?

In the Nightcrawler case, assuming his use of Super Senses is happening during an action (which it usually will), then that action will resolve at some point, and Turtle will trigger.
The movement itself does not have to be from an action, but Turtle can only trigger when an action resolves. Turtle doesn't care how or why a character was moved, just that the movement occurred *during* an action.
