A good thought, one I had as well, but unfortunately he gains the keyword when you reveal your force which is after the time you assign ATA's, so he could not benefit from the GCPD ata.
You actually can. In fact I just did it at a side tournament at GenCon. At first the judge said I couldn't because the card reads "When You Reveal". I told him the program on my phone says "When You Build" and I was sorry for the mistake. He then apparently went and found a book, looked it up and showed me that this fig has been errata'd to say "When You Build", so he let me use it :) And my god was it awesome. Played Him w/ Full Belt, Lt. Gordon, 2 SOG 001 officers and 2 cruisers in a 400pt event. It was sick. Charge + Flurry dealing penetrating if you're in hindering. You have a huge swing on your charge because of the GCPD ata at beginning of turn, plus the +2 move from the belt.
This Batman is an oddball to field... without improved movement options of front-loaded Outwit, he is rather restricted in options to the basics of punching and shooting from a hidey-hole. Not that he doesn't do that pretty well, but it is pretty ho-hum for the Dark Knight. His auto-penetrating damage from hindering, combined with his Indomitable, lets him keep the pressure on big targets... but he loses so much value when he steps out of hindering that you need the right kind of map to run him on. That 17 defense isn't going to hold out for long.

Team him up with the new Joker's Wild Gordon for what is effectively a 15 attack and 4 penetrating damage.
(Gordon gives -2 via his trait, Batman gives -1 if he's in hindering or a higher elevation than his target, Bats does penetrating damage from hindering or higher elevation, gets +1 for being next to Gordon, and Gordon has Enhancement to bump Batman's damage to 4.
