Fig A uses MC on fig B, fig B uses prob control but the roll still succeeds. Can Fig B still use prob control for its free action attack? I believe so since the Mind Control provides for an additional use.
Second question:
If cyclops succeeds at leadership on his turn so he can use prob control, can he use that prob control when under a mind control attack? I again think so because he can use it until his next turn and so the trait says he can still use it.

No. Mind control does not grant any extra uses. So if Fig B has allready used Probability control during the turn. It can't do that again unless something specifically say's otherwise.
Mind control used to kind of "reset" all once per X game effects in that it was once per x, per mind controller. But that has been revoked and no longer apply.

If he hasn't used it previously during the turn then sure, he can use it while under Mind Control.

Probability Control: Once during your turn, this character allows you to reroll one of your rolls, ignoring the original roll. A character using this power must be within range (minimum range 6) and line of fire to the character for which the original roll was made. Using the same rules, once per round during an opponent’s turn, this character allows you to force that opponent to reroll one of their rolls, ignoring the original roll.
I think you can use PC since the figure is now on your team, and it's your turn. You MC cyclops and he uses PC, so you reroll and succeed. Now cyclops is on your team, while it's your turn, so you can use PC.

True, but if it's a 3+ player game, and you are at least 2 turns after this opponent within the Round cycle, and he already used PC on one of his opponents turns between his and yours within the same Round cycle...Then he can't PC your MC on this turn, thus leaving the PC open for you to use while you MC him!
(that's quite a tight corner here!)

I don't know if I am completely tracking you, but I *think* you've made an error.
You get to use PC once when it is your turn and once when it isn't your turn. So even in a multi-player game, your character's PC can only be used one time when it's not your turn.

Round =/= turn. A round is a sequence of turns. In a two-player game, a round consists of your turn X and then your opponent's turn X. The round resets on turn X+1. Same thing in multi-player games; the round isn't over until all players have taken their turn for that round.

I understand that 'once per game' or 'once per round' or 'once per turn' can't be reused within the specified time frame. However, in this case, once you MC and the character is now friendly to you, the references change. 'Once per round during an opponent’s turn' no longer applies as it is not an opponents turn while you are MCing. If I were to MC that character, end up using his PC, then MC that same character again in the same turn, I would no longer be able to use that PC.

Just to reorganize what you are saying....
You are saying that the PCer get to use the "Once during your turn" part twice in one turn.
PC guy uses PC before the MC.
I MC him and would like to use his PC.
I look at the text. He can use it once during my turn.
Has he used PC during my turn yet? Yes, he has.

He used it during your opponent's turn - which is now your turn. So in effect you become your own opponent. But who is that person sitting across the table from you? Is that your opponent or is it you or have they taken your place as you have taken there's. They don't look like you but how can you tell what you look like or even who you are? For the first time you feel the deep sadness of exile, knowing that you are alone.

Think about that a moment.
I am specifically saying not that:

Have you ever met a person who is presumably speaking perfect English, but their accent is so strong you have no idea what they're saying? That's me with expressing ideas! At least I know it's my problem and not everyone else's!
To demonstrate, we have a 3 player game.
Based on the order of turns within a 'round', player 1 has a character with PC and player 3 has a character with MC.
On 'turn' 1 of 'round' X, player 1 may or may not use PC on his 'turn', not really relevant to this situation.
On 'turn' 2 of this same 'round', player 1 uses his PC for something. Player 1 can no longer use PC during this 'round' with that character.
On 'turn' 3 of this same 'round', player 3 uses MC on the given character with PC. Player 1 can no longer use PC on that attack, therefore, though PC was used this 'round', it has not been used this 'turn'.
During the MC'd character's Action, you would like to use it's PC. PC is allowable 'Once during your turn', with 'your' as a reference to the Controlling Player.
Therefore, during 'turn' 3 of 'round' X, that character has not used PC, and since in reference to the current circumstance it is now 'your turn' and not 'an opponent’s turn', the 'once per round' condition is not in effect.
He used it during your opponent's turn - which is now your turn. So in effect you become your own opponent. But who is that person sitting across the table from you? Why's the turtle there?
