To piggyback on your discussion on figures we're surprised are not in this set, Negasonic Teenage Warhead was a dead ringer for Elektra, and we didn't get a new Elektra.
I don't mind not having another Elektra, but I thought it was surprising.
My kitten has defeated more heroclix figures than Galactus ever will. His paw is strong!

It's because she's in Avengers Defenders war. She was shown in the fast forces at NYC Toy Fair.
I'm surprised we didn't get a movie-style version of Negasonic Teenage Warhead, maybe as a Prime of Cannonball. Guess they had to get that Wiz Kid in... I agree, BTW, that Kid Apocalypse would have been a natural for this set and is an odd omission.
In speaking of Metropolis figures, I wasn't surprised to hear chase Shazam! come up, he's amazing (and a great sculpt, to boot). Was surprised not to hear Krypto or Streaky, the STAR Labs Scientist or either Toymaster, or my personal favorite Lana Lang. She's so much fun, even more so than Jimmy Olsen from the same set.

The Super-pets would probably be on one of Jeremiah's animal teams before they would be on a Metropolis one, I consider Toymaster a Gotham City piece since, and I don't think either of us has ever seen Lana played. You are right about the STAR Labs Scientist though, it's a good piece, we just only had so many slots to talk about.
