My interpretation was that Nick could tell Jakeem "Thou Shalt Not Use [whatever]" and Jakeem could not USE the power Nick specified. It may be wrong, but that's how I've seen it ruled.....
The difference being that in order for Nick to use his "Can't Use" power, the other figure would have to currently be able to use said power. So unless Jakeem has chosen a power, and can currently use it, Nick cannot make Jakeem "Can't Use" it.
Compare that with how Outwit will work. Just pick ANY power and the character "Cant Use" it. So you could preemptively make it so Jakeem can't use Pulse Wave, even if he hasn't chosen it yet.
Thanks for the front page posting. I'm a bit dense this morning (just got in from a night shift) so I'm struggling to think through whether I like these changes or not, like the previous postings it answers several questions but opens up new ones. A lot of what I see in the changes is positive and I do think it will improve teaching the game to new players but I think the rest of us will have a fair bit mental gymnastics translating how the old figures translate into the new language.
We all agree that the two other "Protected:" are perplex and probability control, right?
Protected: Pulse Wave needs to be one to cover "this power can't be ignored" unles Pulse Wave is getting a huge overhaul and ignoring will no longer be a thing (This seems likely given the rules articles we have so far since Pulse Wave is the most confusing thing to new (and even experienced) players.)

What's the point of traits that grant standard powers now?
They're still a power that's "always on," so to speak, regardless of how the dial spins. Denying LOF for Outwit becomes much more important now.
