He's basically an entity/posessor that stays on the map. Not a very good representation of the character but absolutely stellar for the points.

This reminds me of a very thin slice of the Penguin--your team needs to send a representative to jockey for his favor. A la Assault on Arkham, etc. Wish he did a little more, but I like him!

So the wording here seems a bit vague. It does not say to remove the token from a character that already has it. So does that mean more than one character can have a loyalty token? Can a character have more than one token?

After the close attack hits it says place THE Loyalty token not place A Loyalty token. Seems clear there is only one in play, the idea is that Penguin's loyalty is up for sale :)

Had an idea where he blackmailed or tricked Superman into working for him. The team includes this Penguin and the JLTW Superman, not sure what to do with the other 25 points yet.

for 25pts you get +1 to attack and range? nice. love the politician keyword also. need him for my "corrupt politicians" team which includes dc15-004 president lex luthor, dofp008 senator robert kelly,ffbvs005 mercy graves and all those ic b012 politician pogs to mastermind damage to. irritates everyone i play at home. i just need peguin and a new cheap heavy hitting brick.

Can you put the loyalty tokens on pogs like devil dinos?

Just realised Penguin here has even more flexibility that I originally took him for. For example; Start with the turn with the Loyalty token on ranged attacker 'A', who attacks with +1 attack and range. Then, follow up with a friendly adjacent to Penguin to free action swap loyalty to ranged attacker 'B' , who can now use the +1 attack and range for their attack. Rinse and repeat if you have a couple of cheap 'underworld thugs' next to Penguin. It's the double perplex that keeps on giving!

Bystanders still count as friendly characters, so I would assume so?

Wow, This is one of the first Heroclix figures I ever owned, and I'm just now realizing the close attack is a free action! AND that you can put the loyalty counter on any character!! Thanks Super Prime!
