Can my character use their Outwit as a free action. Then they take damage from a snake eyes roll (critical miss). Their dial now has Perplex, can this now be used?
Im pretty sure you can as it is a free action. The effect of Outwit effect obviously finished when clicked.

Pretty sure you can. I do wonder if in the new rules if Outwit would even end in that case though. Time will tell.

Based on their current wording (meaning what they have on the website, not the current rules), Outwit is still in effect even if you lose the power:

No. If a power is lost, all of it's effects will end. When Outwit is lost, the effect will end. This is how it works now and most likely this is how it's going to work in the future.
[C]Game effects remain a part of the game only as long as the character continues to possess or is able to use the power or ability. If a power or ability is lost (such as from a character being KO'd, the dial no longer showing the power, or the character being placed on the Sideline), all game effects of that power or ability immediately end, but any actions already in progress are resolved normally (including any effects of that action that resolve "after actions resolve"). Any effects with an ongoing duration, such as effects that say “this turn”, or “until (X duration)” also immediately end. Tokens that are placed on characters or character cards for any reason are not considered a game effect.
Due to the clicking, it is lost and the effect is no more. I can then use Perplex.
It happened when my SI Dr Strange used Outwit, attacked, hit a Mystic and his dial power became Perplex so I threw that in too. I assured my opponent and backed it up with rules' wording but they were a little unsure.
