SFoSM 029 Overdrive and ADW 069 Captain America interaction.
Good afternoon
I have a question about the following interaction:
Overdrive trait: THE WORLD IS MY GETAWAY VEHICLE: Give Overdrive a free action when he is adjacent to a standard object. Remove that object from the game and place a Charged Up bystander in that square if none are on the map.
(Vehicle rule) Passengers: Vehicles can use the Carry ability. When it does, do not modify it speed from using it and they can carry up to the number of (symbol) characters, ignoring speed symbols.
Captain America trait: WWII Pilot: If Captain America is being carried, modify the carrying character's speed value by +3. If Captain America has no action tokens, she can be given a non-free action after being carried.
My question is: would the Charged Up bystander get the +3 to speed when carrying Captain America, as well as other passengers? (I'm thinking no, because it says character, but it is a vehicle, and the modifier is coming from another source, in this case Captain America, so I wasn't sure if there's a possibility of the trait working or not).

I would say yes. It does not say "standard character"
I have to check the wording, but I believe that bystanders/vehicles are characters, albeit not standard ones.

Bystanders are characters.
Vehicles are characters.
Both are NOT standard characters.
Vehicles use the Carry Ability to carry their passengers. They do not subtract any speed value in doing so.
Overdrive is both a standard-sized bystander character and is a vehicle.

When the Errata speaks about modifying speed value, it is speaking in terms of the reduction in speed value used when carrying other same-sized characters, which is usually a -2 to the speed value, as listed on the PAC.
If Samantha Cap were to be carried by the Vehicle, there is no reason that the Vehicle (bystander or not) would not get the +3 speed bonus.
This is extremely cool if this works (I'd like this to work because I have a decent Alpha Strike team idea with Overdrive and Samantha Cap in the works, and this combo is an integral part of crossing the map to making the team work). I tried sending something to Wizkids about this interaction but I'm not even sure if my post got to them. I've been reading over the new rules and dozens of posts but none seem to answer a question I have. If Overdrive is driving the Charge Up token/vehicle, can you carry a passenger and keep them aboard the vehicle even after the vehicle stops moving? The reason why I ask is others have used this concept perhaps in different ways to keep a character with Proteus equipped aboard a vehicle or Wolverine with Proteus equipped being carried by Colossus to keep either off the map to prevent from rolling for Proteus's ability. Just curious.

No, only the Pilot of the vehicle stays in the vehicle (until they use the action to stop being the pilot or getting ejected when the vehicle is destroyed).

Passengers are never "on board".
Passengers are Carried with the Carry ability. No more. No less. So there is no way to continue to use Carry after movement ends.
Sounds like you are looking to make a character a Pilot. Completely different ball of wax. See the Vehicle rules for what being a Pilot entails.
And in this particular case, only Overdrive may Pilot Charged Up... says so right in the Charged Up bystander's trait.
