Ignores blocking terrain and destroys blocking terrain as the character moves through
IMPROVED MOVEMENT: Ignores blocking terrain and destroys blocking terrain as the character moves through it.
Character A is on the opposite side of a wall from characters B and C.
Square X is unoccupied clear terrain. Character A has this form of improved movement and Charge. Character A has and does not ignore characters for movement purposes.

X|A
C|
My question is multi-part and revolves around the sequence of events of destroying the wall (blocking terrain) and when character A would be considered adjacent to B and C for movement purposes.
1) Can character A activate Charge and move 0 squares, destroying the wall during 0-square movement, and make a close attack against B or C?
2) Can character A activate Charge, move into square X, and make a close attack against B or C? Or, is the wall destroyed first, thus bringing A adjacent to B and C and ending movement due to rules of adjacency?
The improved movement specifically states "moves through it", not "moves into it". So, at what point is a character considered to have moved through a square?
If a character moves 0 squares, it didn't actually move *THROUGH* anything. So, no, the wall will not be destroyed.
A can indeed move through the wall and attack B or C. Terrain that is destroyed during an action is always destroyed as soon as the triggering event occurs (in this case, as soon as A moves through the wall). In case it matters, though, debris markers from the destroyed wall will not be placed until after the action resolves.
The rules for Improved Movement [Blocking Burst] can be found on the PAC, as you already noted. The rules for the timing of the debris markers can be found in the General E&C.
