How does Empower and Enhancement work? - 1. Question: A character has empoer and a few friendly figs are adjacent to the chjaracter. CAN THE CHARACTER GIVE THE +1 DAMAGE ONLY TO ONE FRIENDY ADJACENT CHARACTER?- OR CAN THE CHARACTER WITH EMPOWER GIVE ALL ADJACENT CHARACTERS +1 DAMAGE?

1. Yes, all adjacent characters who make a close attack can get the +1 from his empower.
2. Yes, the enhancement will stack for the character making the ranged attack. The Rule of 3 for modifiers will apply, though.
1. Does Empower state any limit to how many times it may be used or by how many friendly characters?
No it doesn't. All it requires is that the character is friendly, adjacent and making a close attack. The modification can be done any number of times.
2. Same here. Does Enhancement state that a character's damage value can only be modify once by that power?
Nope. So, when making a ranged attack the character gets +1 on it's damage value for each adjacent friendly character that has Enhancement.
If you want to experiment with the joy of firing/punching squads, these figs are great. Note that the +1 to attack is "unique" -- only applies once. I do find it sexist that Witch is a monster, but Warlock is not:
