I faced quite a few of these things and was told even if the opponent misses the tank grows and does 2 penetrating to everyone pushed outta the way. Was this correct? Reading through rules I see the "if opponent hits" & think I was horn swaggled.

Yeah. Unless it's a houserule the tank was misplayed. There really is no ambiguity to it. It only grows if the attack hits.

I'm guessing who ever you played against confused the returns to it's original size trait with this trait:
HIGH-EXPLOSIVE INCENDIARY: When Pym Particle Tank misses with a range attack, after actions resolve deal 1 damage to the target and all characters adjacent to the target
When reading all of the different traits probably thought it was cool that you do damage when you missed, then later assumed it was the pocket tank that does it.
Yes. I assume so. I learned this weekend to ALWAYS question what you do not know for sure yourself and always read the opponent's card. Especially in big, meta type tourneys.
So if you miss pocket tank just stays in original square?
Yes. I do not believe this effect is limited to once per Turn, so if your first attacker misses, if another friendly character is adjacent to the PPT, you can apply -1 to his AV and make another attempt to "bring the jinni out of the bottle."
