Right now, a standard size character can carry a tiny size. Even if a non-flier, correct? Will this change in new rules?

Characters can carry other characters that are smaller than themselves. From what we know of the new rules this will still be the case but instead of carrying them for free they will have to -1 to there movement. But this hasn't been finalized.
