I truly love this piece. I know nothing about whatever story this is, but I love it with all my heart. Players depending on teams of mystics will be in considerably more danger with this thing around. This guy is clearly made to hunt demons. My only complaint is that the keywords he targets are both on my favorite figure: TMNT2 Rat King. Rat King could probably still win the day, but this would give him some trouble.
Giving him Gotham City is weird, though. I'm sure it relates to the story, but after watching most of Arrow, they're trying ridiculously hard to just make him Batman. Oh, I'll still throw him in a Gotham City team with no problems. It's just weird.
Non-binary. Please refer to me in "they/them" pronouns. Thank you.
I hope we get a couple of more characters from "The Doom that came to Gotham" in an OP kit. I know it's not as popular as "Kingdom Come" or "The Nail" but it's one of my favorite Elseworlds stories.

Win/Loss: 2-0 Oliver is a decent figure for the points. Vs a mystical monster, Ollie is worth more than his 80 points. Vs neither, he's okay. His 10 attack keeps him attacking average defenses and can be unreliable. Not a bad figure but not crazy good either. Just very average.
Visible Dials and Pushing Damage need to be optional. This is the way.
And the proud WK tradition of making butt-kicking clix for characters that did nothing of note continues... for Ollie here to be accurate, he'd have to have half as many clicks of life, no reducers, and SPs that wax Animals but fail miserably against Mystical Monsters. Maybe a "Useless Millionaire" trait for the wonderful epithet his world's Jim dubbed him... still, I'm not complaining, his existence means we got generic Templars and he makes a fine patsy for Cesare Borgia.
